The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), intends to issue a non-competitive Request for Proposal (RFP) to Raytheon Missile Systems for Engineering Services to support the 155mm Excalibur Projectile.
The Excalibur Program is for a Precision-Guided, Extended-Range family of 155mm projectiles to deliver precise, lethal, cost-effective support and to fire at ranges of up to 40 km from 39CAL weapon systems and 70+ km from 58CAL weapon systems. The 155mm Excalibur projectile enables the maneuver commander to precisely defeat critical targets while minimizing collateral damage and unexploded ordnance. The Excalibur program is currently in the production phase and supports the requirements of the US Army, USMC, US Navy, Swedish Army, and other Foreign Military Sales (FMS) Cases.
The purpose of the planned contract is to address various Excalibur Engineering Support requirements that include, but are not limited to; cost reduction initiatives, producibility efforts, reliability improvement efforts, material obsolescence, software support, component refurbishment within the Excalibur system, potential development/qualification efforts related to international interoperability and M109A7 pre-planned product upgrades and other production support that may be required.
The solicitation will be issued as a sole source effort to Raytheon Missile Systems, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates awarding a single Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract to support (FY) 23-27 requirements. The period of performance for this contract will be for five years from the date of contract award. As future requirements for Excalibur Engineering Services are identified during the period of performance, the Government will utilize either FFP or CPFF line items for Task Orders, as applicable.
