8.  Description: 

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the specialized knowledge and experience of the program required for acceptable performance. The Government intends to solicit and negotiate with Delcom, LLC. 5263 Bucktown Road STE 2 Cambridge, Maryland 21613-3532, for one (1) base year and three (3) option years.

This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.  A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 

9. Requirement: The United States Government requires Target Geometry services to support the generation of target geometry for ground combat, aviation, munitions, and future force systems and data administration to perform maintenance and update classified (as applicable) and unclassified archive databases. The Government requires Target Geometry services to support the generation of target geometry for ground combat, aviation, munitions, and future force systems and data administration support to archive analysis results, perform maintenance and update classified (as applicable) and unclassified archive databases. The effort includes various methods for applying major editing and mending techniques of Computer-Aided Design (CAD) geometry, developing geometry, and converting existing commercial geometries provided by various sources include gathering, researching, verifying and analyzing facts; skilled use of basic survivability, lethality and vulnerability (SLV) tools, Commercial CAD software major editing and mending techniques and use of CAD conversion tools and techniques for use in the ballistic SLV analysis field.

The required expertise shall include knowledge of various methods of developing target descriptions (includes Creo, NX, Rhino3D, Spaceclaim and BRLCAD); creation of conception models utilizing commercial and CAD software that includes FaroArm, COMPASS, Geomagic, and theodolite); technical engineering knowledge of Government/Military vehicles and armor, CAD formats required for vulnerability and lethality modeling, and the use of metrology system equipment to create target descriptions; and knowledge of Structured Query Language (SQL) and MYSQL in the development and maintenance of an unclassified database for new and historical projects and documentation.

The Government does not intend to use Part 12 for this acquisition.
