Description of the service: This is a service to perform Maintenance and Repair Service to Generators, Compressors and Fire Pumps. This is a Pre-Solicitation Notice, a Synopsis of a proposed contact action. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.

The intent of this notice is to inform potential offerors/quoters of this requirement, and advertise it for as many potentially interested companies.

The US Army Contracting Command (ACC), 414th Contracting Support Brigade (CSB), Italy (Livorno Office), intends to procure a contract for the effort described below.  The Maintenance activity will involve Mechanical and Electrical work. The contractor shall perform 100% of the work under this service with its own workforce. Only the technical assistance provided by authorized service centers is allowed in order to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor. All the activities described below shall be properly planned with the COR. Once per year, under coordination with the COR and in accordance with the manufacturer's recommendations for each of the equipments. The contractor shall perform the annual maintenance. The annual maintenance, the contractor shall perform a six-month maintenance service. The Government will ask the contractor to perform maintenance, repair, urgency repair, upgrade, renewal, replacement, substitution, code compliance or renovating for any Generators, Compressors and Fire Pumps. For any request, the Contractor shall prepare a proposal following the items listed into the “Prices Book” enclosed to the PWS. Unexpected activities, or items, at the moment not included into the enclosed Prices Book will be managed under the “Over and Above Work” clause 252.217-7028, as listed into the contract clauses. Calls for Emergency Repairs can be placed at any time required including duty hours, non-duty hours, American and Italian holidays. Calls for Emergency Repair shall be placed for a malfunction or problem that poses an imminent danger to life and/or property or which impedes or prevents accomplishment of operations. The contractor shall respond to the Emergency call within twelve (12) hours.

Location of the work: The service shall be performed under this contract at USAG Italy, Darby Military Community (DMC).

Performance Period: The performance period will be base year plus four (4) option years, starting on September 28, 2022:

Base Year 28 Sept 2022 - 27 Sept 2023;

Option Year One 28 Sept 2023 - 27 Sept 2024;

Option Year Two 28 Sept 2024 - 27 Sept 2025;

Option Year Three 28 Sept 2025 - 27 Sept 2026;

Option Year Four 28 Sept 2026 - 27 Sept 2027.

Method of Contracting: This will be a Request for Quotation (RFQ) resulting in a Firm-Fixed Price type contract. 

Issuance of solicitation: The solicitation will be issued on April 2022.

Response date: The response date will be determined when the solicitation has issued.

Site visit/pre-quote conference: A site visit will be held on May 12, 2022, 9:30AM Hours, meeting point Gate # 27.

How to participate:

  1. Request(s) for information (RFI) - RFI(s) regarding the solicitation, Performance Work Statement, any other attachment, etc., must be submitted to the Government point(s) of contact listed below not later than 14 calendar day before proposal due date.

  1. Site Visit - interested Vendors shall indicate their interest by submitting an email not later than Close of Business (COB) by April 20, 2022, to elisa.orsini2.ln@army.mil; ryan.d.bueno2.civ@army.mil. Please indicate in your email the Request for Quotation number/description of services and the name of the company, the address, the phone number, the fax number, the e-mail address, and name of the person who will be present at the site visit - maximum one attendee can be physically present - first name, last name, date of birth, place of birth, type and number of identification document. A legible copy of the identification document has to be provided. If the person has entry pass for the ASA Area, a copy of the pass has to be provided. Only the person who has provided the personal data would be allowed to attend the site visit. The Guards will check the identification card at the gate. The quoter(s) not present on the list will be denied the entrance to the base.

NOTE: Interested parties are NOT required to attend the organized site visit in order to submit a quote. Not indicating interest as described above does not preclude the Vendor from participating in this requirement.
