DEPARTMENT OF VETERANS AFFAIRS (VA)

SOURCES SOUGHT FOR EXISTING LEASE LOCATION

The Department of Veterans Affairs intends to award a succeeding lease to University of Texas Rio Grande Valley (UTRGV)., under the authority of 41 U.S.C. §3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Only one responsible source and no other supplies and services will satisfy agency requirements.

Continuation in the same facility will ensure no interruption or impact to VA mission and result in extensive cost savings to the VA due to the existing clinic and technology upgrades at the present location.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR A SOLICITATION FOR OFFERS. However, any owner who believes it has a facility that would satisfy the above requirements may submit a written proposal with supporting evidence. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award of any contract.

The Department of Veterans Affairs currently occupies clinical and related space at 2106 Treasure Hills Blvd., Harlingen, Texas 78550 in a lease that has expired on August 26, 2022. To meet the VA mission, the current Harlingen Outpatient Clinic (HOPC) must remain operational. The Government intends to enter a real property succeeding lease with expansion of approximately 4,711 net usable square feet (NUSF) HOPC space within the existing location. Currently HOPC occupies 32,177 NUSF and the new succeeding lease will therefore occupy approximately 36,888 NUSF.

Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code.

Term: 5 years with 3 year firm, full service lease.

Tenant Improvements:  Zero tenant improvements at the current leased space, and a cost benefit analysis will consider duplication costs, move costs, and agency down time.

Space Availability:  The space must be available for occupancy by December 31, 2022. 

Location: To be considered, space must be within the following delineated area:

North: Haine Rd

East: Tennessee St.

South: Business 77

West: Treasure Hills Blvd
 

Expressions of Interest: proposal with supporting evidence must be submitted to the Contract Specialist by email by 3:00 pm EST Friday, October 27, 2022. Responses after this date will not be considered.

The Government will pay no more than the appraised fair market rental value for space.

The Department of Veterans Affairs will not pay ANY Brokers fees.
