Description
UPDATE 8/3/22: agency-led site visit dates are scheduled as follows:
Tuesday, Aug 9 @ 10 a.m. – Chapman and Ramshorn, meet at Chapman Campground
Thursday, Aug 11 @ 10 a.m. – Robinson Flat, meet at Robinson Flat Campground
Attending the agency-led site visits is strongly encouraged. There are elements to the work, such as removal of trees in close proximity to historic buildings that must be protected, that would be best seen in person with the opportunity to ask questions to enable you to develop an effective plan of work.
UPDATE 8/2/22: the map for Ramshorn Campground has been replaced with one that denotes the disposal site. See Attachments Section.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This procurement is set aside for Total Small Business. The NAICS codes and Small Business Size Standards are 113310 Logging (500 employees) and 115310 Forestry Services ($8 million).
The purpose of this project is to hand-fell, transport, and treat the stumps of designated hazard trees and downed trees within the Chapman Creek Campground, Robinson Flat Campground, & Ramshorn Campground and within two (2) tree lengths of the campgrounds. All trees requiring removal have been marked in blue or green paint. The trees targeted for removal cover a wide variety of species, size, and complexity. Species may include Jeffrey pine, lodgepole pine, red fir, white fir, and Douglas fir. Sizes range from small/medium trees up to very large mature trees. Equipment and vehicles are prohibited off designated routes and hardened campground roads and spurs. Only hand work may be utilized in some areas where equipment access is limited or impossible. Treatment requirements include: hand-felling, end-lining, skidding, and removal of included timber and slash. Also required, is the piling and decking in designated disposal sites of all material, applying a borate compound to stumps, and restoring recreation sites. All work is to be completed in order by item number to avoid access issues in the fall/winter season.
Work areas are in the Yuba River & American River Ranger Districts of Tahoe National Forest.
Chapman Creek Campground is located on Forest Service Road (FSR) 0049-058, 10.7 miles northeast of Sierra City, CA. Legal location Township 21 N., Range 13 E. Section 32.
Ramshorn Campground is located on Forest Service Road (FSR) 0049-39 roughly 1 mile West of Goodyears Bar, CA on California Highway 49. Legal location Township 19 N., Range 9 E. Section 1.
Robinson Flat Campground is located approximately 27 miles East of Foresthill, CA on Placer County Road (PLA) 88. Legal location Township 15 N., Range 13 E. Sections 10 & 11.
