SENIOR ADVISOR
BUDGET AND FINANCIAL ACCOUNTABILITY
The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as Senior Advisor under a personal services contract for its Budget and Financial Accountability Team. The Team operates through resident or intermittent engagements assisting counterpart governments in improvements to Public Financial Management and strengthening the effectiveness of Ministries of Finance. OTA works with countries to improve various aspects of the public financial management and projects may focus on one or more of these elements including budget planning and development, budget execution and expenditure management, accounting, , financial reporting, internal audit, treasury systems, cash management, enterprise risk management, business continuity planning, and financial management systems The Senior Advisor develops and monitors programs and supports Resident and Intermittent Advisors in project implementation. Significant international travel will be required.
Responsibilities and Duties:
- Conduct assessments of project requests from counterpart governments to determine capacity and sufficient political will to start and sustain technical assistance projects.
- Develop technical assistance project proposals and designs, including terms of references, logical frameworks, indicators, and budgets to support proposed projects.
- Coordinate with U.S. Embassies and funding agencies to initiate projects.
- Identify appropriate staffing for projects and assist with recruiting and onboarding Advisors.
- Provide advice and counsel to the Associate Director regarding skills and expertise required for projects.
- Consult on instituting corrective action plans where advisor and/or project performance is inadequate.
- Monitor the implementation of project work plans and logical frameworks to track progress toward goals and objectives. Provide policy, technical and managerial advice to Advisors in the field.
- Monitor project spending against allocated budgets.
- Provide routine project monitoring reports as required by OTA.
- Conduct project reviews and prepare end of project reports.
- As needed, provide short-term technical assistance or assist Advisors in the field.
- Report to the Associate Director, Budget and Financial Accountability
Qualifications:
- Bachelor’s degree in business, accounting finance, public administration or related field is required, with a master’s preferred.
- 10+ years’ experience with demonstrated and progressive management and leadership experience, including in one or more of the following technical areas: budget planning and development, budget execution and expenditure management, accounting, financial reporting, internal audit, treasury systems, cash management, enterprise risk management, business continuity planning, and financial management systems.
- Prior international experience working in developing or transitional countries, including in areas of public financial management.
- Strong project management skills.
- Strong communication skills.
- Self-starter with ability to work independently and in teams.
- Ability to motivate the client and build consensus.
- Flexible and adaptable to changing focus, approaches, and circumstances.
- Professional certifications are desirable, to include but not limited to CPA, CIA, and PMP.
- Proficiency in French, Spanish or other languages is desirable.
Candidates must be U.S. citizens.
Background checks and Security Clearance: Secret.
The Senior Advisor will oversee technical assistance engagements in developing and transitional countries worldwide in support of U.S. Treasury and U.S. Government economic and national security objectives. The advisor will travel to countries with elevated threat levels, including potentially high/critical threat posts, as determined by the U.S. Government.
Successful applicants must be able to obtain State Department medical clearance for worldwide travel. If selected, the applicant will be required to complete OGE financial disclosure forms.
SALARY AND BENEFITS:
Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent. The current starting hourly rate is from $78.56 to $97.70 per hour. Overseas benefits are provided as allowed by federal regulations.
