Sources Sought Announcement for

Baumholder Company Operations Annexes Facilities

The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.

1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU)

2. NAICS:  236220, Commercial and Institutional Building Construction

3. PLACE OF PERFORMANCE:  Baumholder, Germany

4. ANTICIPATED PROJECT TITLE:  Baumholder Company Operations Annexes Facilities

5. ACQUISITION INFORMATION:  USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of three multi-story annexes using design-bid-build procedures.  The magnitude of construction is between $25,000,000.00 and $100,000,000.00.

The construction completion period is anticipated to be 490 calendar days after the Contractor receives the Notice to Proceed.

This acquisition will be solicited for full and open competition (unrestricted).  Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS).

6. PROJECT DESCRIPTION:  Construct three multi-story annexes that will serve as the readiness module for company operations facilities with space allocated for the deployment bay, pallet build, engineer room/tool room, TA-50 locker/MOS storage, team rooms, and planning/isolation rooms. Construction will allow for customization of the spaces and roll-up doors will be provided at basement and first floor levels that open up to driveways for loading and unloading. A freight elevator will be included to allow the movement of materials between floors. Construction will include access roads to the rear of the buildings to allow for the loading and unloading of trucks.

7. SUBMISSIONS:  Responses to this Sources Sought notice shall be limited to five pages and shall include the following information:

  • Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address
  • Firm’s interest in proposing on the solicitation when it is issued
  • Firm’s Cage Code and DUNS number.
  • Evidence of Bonding Capability:
    • Name of Surety, Single and Aggregate Contract Amounts
  • Firm’s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information:
    • Brief description of projects to include location (no more than five projects)
    • Customer name
    • Timeliness of performance
    • Customer satisfaction
    • Dollar value of the project
  • Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable

Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
