Notice of Intent to Sole Source: MURA-Content Management Tool Licenses

This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with Blue River Interactive Group located at 400 Capitol Mall, Suite 900, Sacramento, CA to provide licensing and professional support of the IHS.gov Content Management System.

Only one (1) source Blue River Interactive Group is capable of fulfilling the Government’s requirement as the Sole Source provider. IHS Division of Information Technology Operations (DITO) currently utilizes Mura CMS open source for content management of the IHS website. This support is necessary so IHS have the technical staff able to assist us in the case of a failure or issue we cannot resolve with existing Web Services staff. This is critical for us because our public website is the face of IHS and an outage, problem, or difficulty can negatively impact the agency’s mission, and IHS strategic goal 1, objective 1.1 and 1.2, and strategic goal 3, objectives 3.1, 3.2, and 3.3. The utilization of another tool is not recommended because it would require additional training and network approval of new software would take time. IHS spent millions of dollars in software engineering, development, testing and certification testing to achieve this.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement with pricing information by April 24, 2023 @ 3:00 PM Eastern Time to Javier Medina-Velazquez, Contracting Officer, Email: Javier.Medina-Velazquez@ihs.gov. A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
