Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA) Western Markets - Contracting Division (WM-CD) on behalf of Naval Medical Center San Diego (NMCSD), Bioskills Training Center, intends to award a firm fixed price contract on a sole source basis to University of California, San Diego, 9500 Gilman Dr, La Jolla, CA 92093-5004. The delivery period for the anticipated contract shall range from October 2022 through September 2023. The anticipated award will be made under the statutory authority permitting other than Full and Open Competition, FAR 13.501 (a), Sole source acquisitions.
The North American Industry Classification System (NAICS) code for this requirement is 621991; the business size standard is $35,000,000.00. Product Service Code (PSC) is 6515 Medical and Surgical Instruments, Equipment, and Supplies.
The objective of this sole source award is to provide NMCSD Bioskills Training Center (BTC) with Fresh cadaveric specimens are stored in the Bioskills Training Center (BTC) walk-in refrigerator and are used in the education of Staff and Resident Physicians through the Directorate for Professional Education, Academic Council for Graduate Medical Education (GME). NMCSD’s BTC walk-in refrigerator is the primary back-up to NMCSD’s morgue walk-in refrigerator. NMCSD requires an alternative storage facility in the event the mortuary requires use of the BTC walk-in refrigerator or the BTC walk-in refrigerator becomes non-operational due to extenuating circumstances such as a breakdown or maintenance. The cadavers are required to be delivered within a one-hour period directly to the BTC walk-in refrigerator at the NMCSD and picked up within a one-hour period at the refrigerator. One-hour delivery is crucial as fresh cadavers must maintain at a maximum temperature of 32 degrees Fahrenheit during transport as to not accelerate the rate of decomposition, the spread of bacteria, or the growth of mold/mildew. NMCSD’s BTC’s walk-in refrigerator is the primary back-up to NMCSD’s morgue walk-in refrigerator. Therefore, NMCSD requires an alternative walk-in refrigerator for the whole cadavers in the event the mortuary requires use of the BTC walk-in refrigerator or the BTC walk-in refrigerator becomes nonoperational due to extenuating circumstances such as a breakdown or maintenance. Supplier must possess an up-to-date Defense Biometric Identification System (DBIDS) pass to enter the military base.
Based on market research, University of California San Diego’s Anatomic Preparation Department is the only source that can meet the Government’s minimum requirements to provide fresh whole unembalmed cadavers for Naval Medical Center San Diego’s Bioskills Training Center.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required supplies for NMCSD’s Bioskills Training Center. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 10:00 AM Pacific Daylight Time, 23 September 2022.
