Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.  

This synopsis/solicitation 1305M222QNCNS0787 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Nation Centers for Coastal Ocean Science (NCCOS) Beaufort Laboratory, Beaufort, NC has a requirement for preventative maintenance and repair including software support for Thermo Scientific Mass Spectrometer, Model TSQ-20003, S/N TQU00811.  Services shall be performed in accordance with the Statement of Work.          

The Contract Period of Performance is a Base Year and Three (3) Option Years.  Base Year will be July 15, 2022 – July 14, 2023.  Option Years are one year.  Total contract period of performance if all options are exercised is July 15, 2022 – July 14 2026. 

The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer. 

This RFQ is 100% set aside for small businesses.  The associated NAICS code is 811219, Other Electronic and Precision Equipment Repair and Maintenance with a business size standard of $22 Million.    

Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote:

  1. The Request for Quote (RFQ) number;
  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
  4. Acknowledgment of Solicitation Amendments (SF-30), if any.
  5. A completed copy of the representations and certifications at FAR 52.212-3.   
  6. Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement
  7. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement.

All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 2:00 P.M. Eastern on July 1, 2022. Telephonic requests will not be honored.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 5:00 P.M (EST) on July 5, 2022; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.  Offers must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov. 

The anticipated award date is on or about July 13, 2022.

Contractors are encouraged to register with the ConOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within ConOpps where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
