AMENDMENT 1 (12/05/2022): Q&A
Question 1: The Technical Spec's (line 7) require Illumina platforms and specify HiSeq and NextSeq instruments. Is it acceptable to use a different Illumina platform, i.e. the higher throuput NovaSeq instrument for this project?
Answer 1: The NovaSeq would provide the sequencing that we require. However, it is our understanding that more sample material is needed for this platform, which could cause an issue. If you can provide your minimum sample requirements, we will have a better understanding. No recent market research was obtained with users of this platform, but information provided suggests the NovaSeq platform is 4x the cost of the HiSeq platform.
Question 2: Line #8 requires a minimum standard coverage of 3-4 million reads per sample. That seems low so we ask to please reconfirm the read depth required.
Answer 2: Yes, this is the very low end. These numbers should be considered the worst case scenario, rather than the minimum standard. It is preferable to have a higher read per sample.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is being issued as a total small business set-aside. The associated NAICS code is 541380. The small business size standard is $16.5 million. The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order.
This combined solicitation/synopsis is for non-personal RNA sequencing services for the National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC) Newport Facility in Newport, OR.
