This Special Notice is to inform Industry that the Government anticipates soliciting the AvPLM Technical Services requirement as a 100% Small Business set-aside under the Seaport NxG vehicle. No further notices will be posted to SAM.gov for this requirement. Please see the SeaPort NxG portal for all future industry communication regarding this opportunity.

The Government anticipates the following milestones for this requirement: 

-  Post FINAL Solicitation:  Quarter 1 FY23

- Proposals Due: Quarter Quarter 1 FY22

- Contract Award: Quarter 2 FY 23

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of Industry to provide the required services. This requirement was historically set aside for 8(a) within the 8(a) Business Development Program under Contract N00421-18-D-0056 with Stracon Services Group, LLC. The results of this sources sought will be utilized for market research and acquisition strategy refinement purposes to include determining if any 8(a) or other small business set-aside opportunities exist.

It is estimated that any resultant solicitation will be released via beta.sam around 4th Quarter FY21. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The AvPLM Integrated Product Team (IPT) is a modernization effort in the Naval Air Systems Command (NAVAIR) Digital Group focused on modernizing legacy Logistics Information Technology (IT) systems through configuration of commercial off-the-shelf (COTS) Product Lifecycle Management (PLM) software to enable business process workflows and data access in a standard approach, to reduce capability duplication across Logistics IT systems, and to improve logistics data quality and availability in support of increased material readiness for the Fleet. This includes full lifecycle management of product data from receipt through disposition and data exchange to Organizational, Intermediate and Depot (O/I/D) Maintenance Management systems.

The AvPLM IPT has a requirement for support to the Government in establishing and maintaining the AvPLM technical solution utilizing the Siemens Teamcenter® product lifecycle management tool and eQ Technologic connector software. The tasks and activities, as specified within the SOW, support configuration of the respective software products to enable the modernization of capability in current legacy Logistics IT systems, including implementation of process workflows, integration with other information systems and data sources, and migration of legacy data.

As the AvPLM IPT works collaboratively across the NAVAIR Enterprise and the Department of Defense (DoD) to align efforts and accelerate advances in digital technology, the Contractor may be required to provide support across the NAVAIR Enterprise, the Program Executive Offices (PEOs), the supported Commands (including all echelon levels) and other DoD Services, sites and activities as required.
