Notice of Intent to Sole Source

The Office of the Comptroller of the Currency (OCC) hereby gives notice of its intent to award an order to EBSCO Industries Inc., on a sole source basis in accordance with 41 USC(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The OCC has a requirement to establish an order for express access to research databases with full-text articles via the EBSCO host Research Platform as well as access to EBSCO Discovery Service.  The information provided are unique to EBSCO Industries and cannot be obtained via any other source.

The expected period of performance is from 10/01/2022 through 09/30/2027, a base of 12-months and four 12-month option periods.

This is not a request for competitive quotes; however, the Government will consider responses from all responsible sources received within five days after date of publication of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
