The Mechanization of Contract Administration Services (MOCAS) is an automated integrated contracts administration and entitlement system jointly managed by Defense Contract Management Agency (DCMA) and Defense Finance and Accounting Services (DFAS). MOCAS supports DCMA Contract Administration Offices, DFAS Contract Pay, Procurement Offices and Funding Stations. MOCAS has been and continues to be an enterprise solution supporting the management and payment of Department of Defense (DOD) contracts. A single face to industry for contract management functions, MOCAS has a worldwide user base of greater than 10,000 users. Payments from MOCAS represent a very large percentage of dollars paid to vendors by the DOD.
First launched in the late 1950s, the system is used for the administration, management, entitlement and disbursement of complex contracts. This valuable asset supports the management and payment of firm fixed price contracts, contract financing, cost reimbursable and multi-year contracts; including management of funds and multi-funded contracts and line items. The system provides capabilities for contract management; including support to source acceptance on contracts requiring higher level or specialized quality assurance requirements, administration of government property furnished to contractors, management of contractor business systems, contract closeout, as well as other critical business functions.
