General Services Administration (GSA) seeks to lease the following space:

Rent Cap

This RLP is subject to a rent cap with no steps or increases other than those associated with tax and operating costs adjustments. The Government will only award a Lease if the offered rental rate does not exceed the rent cap.

Additional Facility Requirements:

The offered Building and/or Property must have the following features as a minimum requirement:

A.  BUILDING LOCATION / OFFERED SITE

a. The property should not be located within 500 feet of railroad tracks.

b. There should be a minimum building set-back of 30 feet on all sides. The facility should also comply with all ISC requirements for an FSL Level 3+ building.

c. As sex offenders will report to the probation office, the property must not be located within 1000 feet of any schools or day care centers.

d. The offered location must allow for the installation of a perimeter barrier security system consisting of fences, gates, walls, and other types of physical barriers that meets the requirements of the Interagency Security Criteria, USMS Publication 64, and the U.S. Courts Design Guide, as well as the specific project requirements for secure enclosed and surface parking.

e. Transportation pathway between new courthouse and Coconino County Detention Center should not require the use of a grade level railroad track crossing.

B.  PARKING AND VEHICULAR ACCESS

a. The property must have more than one point of vehicular access.

b. The property must have a combination of 21 surface and 43 structured, secure parking for 64 vehicles.

c. Secure access to a fully enclosed and internally placed prisoner sallyport capable of handling a 14-person prisoner van should be provided.

d. The property must have a receiving area with direct restricted entry, sized to support standard commercial vehicle dimensions and turning radii. The building service area requires access via freight elevator to all building offices.

C.  BUILDING DESIGN FEATURES

a. All visitors to court space will be screened prior to entry into the building. The building lobby must provide sufficient space for a manned screening station as required by USMS Publication 64.

b. The building must have a professional appearance that appropriately expresses the federal government’s purpose and dignity.

D.  ELEVATORS AND INTERIOR CIRCULATION

a. The interior circulation systems within the space must comply with the U.S. Courts Design Guide and USMS Publication 64 and include separate circulation systems for 1) the public, 2) judges (restricted circulation), 3) prisoner movement (secure circulation).

b. The restricted circulation system connects the judges’ parking with the chambers and courtrooms and will include a dedicated elevator.

c. A freight elevator should be located with convenient access to the building lobby and to the loading dock (if one is provided). The freight elevator must open onto public circulation space above the first floor. In the event that a separate freight elevator is not provided, one public passenger elevator should be designated for large deliveries.

d. The secure circulation system connects the USMS sallyport with the cellblock and holding cells and will include a dedicated elevator.

e. The space should be designed so that the three circulation systems do not cross each other.

f. All dedicated elevators must have electronic access control systems.

E.  PROGRAM

a. The District Clerk’s Office and U.S. Probation Office may be located on the ground floor of a building. All other court spaces must be above the first floor.

b. The structural system should be designed to accommodate one column-free space of approximately 44’ x 55’ (2400 square feet) with a finished ceiling height of 16’ and one column-free space of approximately 30’ x 40’ (1200 square feet) with a finished ceiling height of 16’. These courtroom and hearing room spaces should be located appropriately within the required circulation systems.

c. The courtroom spaces should be located so that a single group of USMS holding cells can serve both spaces and be immediately adjacent to the courtrooms. The USMS cellblock must also provide secure access to interview room for pretrial services and defense counsel.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.  A fully serviced lease is required.  Offered space shall not be in the 100-year flood plain.

Expressions of interest must include documentation indicating the authority to represent the owner of the building or site.  The documentation should include a broker agreement and/or a letter from the owner stating you have authority to represent.
