Description

The purpose of this amendment is to post answers to all questions, provide an updated PWS, and to extend the closing date to May 12, 2023. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with format in FAR Subpart 13; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. The solicitation number is 36C25623Q0807 and is issued as a Request for Quotation (RFQ). The proposed contract action will provide organization transformation services for the Southeast Louisiana Veterans Healthcare System Facility (SLVHCS). The contractor shall implement techniques to improve patients' perception of care as evidenced by the VA Survey of Healthcare Experiences (SHEP) and VA Strategic Analytics for Improvement and Learning (SAIL) performance measures and improve employee satisfaction as evidenced by reduced turnover and improved all employee survey (AES) results. The Government intends to solicit competitive quotes. The contractor will provide training, assessments, and coaching for a base period and four (4) Option Years (OY). Interested persons may submit quotes, and all eligible quotes must be received prior to the response date listed on FBO to be considered by the Government. This solicitation is 100% FULL AND OPEN. The NAICS code is 611710 (Educational Support Services) and the size standard is $21 Million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 (01/30/2022). Only emailed requests received directly from the requester will be accepted. RESPONSES ARE DUE, May 12, 2023, by 13:00 p.m. Central Time (CT). Quotes are due electronically to David.Bourgeois1@va.gov no later than the response date listed on FBO. Only electronic quotes will be considered.
