Description
The US Army Corps of Engineers, Huntington District intends to procure a construction contract for the Cleaning and Painting of Tainter Gates located at Alum Creek Lake, Paint Creek Lake and Delaware Lake, Scioto Area, Ohio. The award of one (1) Firm Fixed price Construction Contract is anticipated.
The project includes painting and cleaning of Tainter Gates at Alum Creek Lake, Delaware Lake, and Paint Creek Lake. Alum Creek Lake Project purposes are flood risk reduction, water supply for the Columbus metropolitan area, fish and wildlife, and recreation. The lake is impounded by a rolled earthfill dam, 93 ft. tall and 10,200 ft. long with a gated concrete spillway. The dam was completed in August 1974 and serves a drainage area of 123 square miles. The 118 ft spillway is gated concrete in the channel section of the dam with three 34 x 25 ft tainter gates supported by 8 ft piers. Delaware Lake Project purposes are flood risk reduction, low-flow augmentation, and recreation. The lake is impounded by a rolled earthfill dam 92 ft. tall, 18,600 ft. long, 15 ft. wide at the top and 480 ft. wide at the base with a gated concrete spillway. The dam was completed in July 1948 and serves a drainage area of 386 square miles. There is a 232 ft. long, gated spillway in the channel section of the dam with six 25 x 32 ft. tainter gates supported by 8-ft. piers and operated by individual electric hoists. Paint Creek Lake Project purposes are flood risk reduction, water supply storage for Greenfield, OH, low flow augmentation, recreation, and water quality improvement for Chillicothe, OH. Land includes 9,614 fee acres and 568 flowage easement acres. The lake is impounded by an earth and rockfill embankment dam, 118 feet tall and 700 feet long. The 1,900 ft. long spillway contains three 57 x 37 ft. tainter gates
supported by 10-ft. piers.

The contract will be awarded to the lowest priced bidder who is found to be responsive and responsible. This procurement is 100% Small Business set-aside. The NAICS code for this procurement is 237990, which has a size standard of $39.5 million average annual receipts. FAR clause 52.219-14 (DEVIATION 2021-O0008), "Limitations on Subcontracting" applies to this procurement which states it will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded.
