Description
The Department of Energy (DOE), Energy Information Administration (EIA), has a continuing requirement for the highly specialized support services offered by the vendors under the Energy Information Administration Omnibus Procurement (EOP) IV vehicle.
DOE/EIA intends to extend the current Indefinite Delivery/Indefinite Quantity (IDIQ) contracts’ ordering period for four additional months via bi-lateral, no cost modifications. These contracts are:

- DE-EI0002951 IMG-Crown Energy Services, JV
- DE-EI0002952 Telesis Corporation
- DE-EI0002895 Z, Inc.
- DE-EI0002953 Zolon Tech., Inc.
- DE-EI0002955 ICF International, LLC
- DE-EI0002956 Leidos
- DE-EI0002957 SRA International, Inc.
DOE intends to execute a Class Justification for Other Than Full and Open Competition (JOFOC) in order to continue these services.
This extension will provide continued access to the following services under EOP IV.
1. Program Management
2. Survey Operations Survey Operations for EIA’s Non-Supply Based Surveys
3. Survey Operations for EIA’s Supply Based Surveys
4. Energy Analysis and Modeling
5. Information Technology Support
6. Product/Service Development Production and Marketing
7. Organizational Support
The EOP IV contracts were competitively awarded in September 2016 for a five-year period. The Option to Extend Services clause was exercised via modification, extending the period of performance through March 2022. Two Class JOFOCs were executed to extend the period of performance through March 31, 2024 in anticipation of having EOP V awarded by that date. Unfortunately—though EOP V is in the pre-award phase and will be completed soon—it has not yet been awarded and more time is required.
This action will allow EIA to have continued access to highly specialized energy-related services to support the EIA’s mission without disruption during the competition process for EOP V.
This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received within fifteen (15) calendar days after publication of this notice, then sole source extensions will be made. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
