F--USFWS -MOAPA, NV -PALM TREE TRIMMING AT MOAPA NWR

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This posting will be referred to under Request for Quotation (RFQ) Number 140FS123Q0119. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Moapa National Wildlife Refuge in Moapa, NV; has a requirement to trim non-native palm trees to continue to meet restoration goals, reduce fire risk, protect facilities, and ensure visitor safety around potentially hazardous trees per attached statement of work.

Period of Performance: Date of Award - 7/15/2026. Work to be performed yearly in the times requested in the SOW.

The basis for award is Lowest Price Technically Acceptable to the government. All responsible business sources may submit a quote, which shall be considered by the agency. LPTA evaluation will be based on the following 1. Capabilities statement for tree services/trimming 2. Past Performance in tree trimming via climbing and bucket truck. 3. Cost to the government. Bids shall be submitted per tree as per bid sheet.

Award will be made as a firm-fixed-price contract and will be made to a responsible source pursuant to FAR subpart 9.1.

This Request for Quotation (RFQ) is for Total Small Business Set Aside and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2023-01. The NAICS code is 115310 and the small business size standard is $11.5 in millions of dollars.

Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF- 1449 form with DUNS No. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. Refer to FAR provision 52.212-1 Instructions to Offerors Commercial Items for additional submission guidance, and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.
