12/3/2024: This update is to issue Amendment 0001 which respond to Request For Information (RFIs), provide specification changes and to provide the correct wage determination.

As stated in October 29 2024 Sam.gov posting of the solicitation, drawings for this project had to be reequested via email to Molly Gallagher, Molly.Gallagher@usace.army.mil Contract Specialist or Cheley Auguste, Cheley.auguste@usace.army.mil, Contracting Officer. If you have not done so already, please request the drawings via email to Ms. Gallagher or Ms. Auguste by 6 December, 2024 by 4 pm Est.

11/27/2024-This update is to issue Amendment 0002 to extend the bid opening due date from 04 December 2024 at 1pm to 11 December 2024 at 1pm EST. 

Amendment 0001 will be issued to provide answers to the RFIs.

This is the solicitation for the C&D Maintenance Dredging of the Inland Waterway Chesapeake and Delaware Canal and Upper Chesapeake Bay, DE. The U.S. Army Corps of Engineers, Philadelphia District intends to award a firm fixed-price contract for the maintenance dredging of the Inland Waterway Chesapeake and Delaware Canal and Upper Chesapeake Bay. All work under the contract must be completed within 120 days. Maintenance dredging will be performed at various locations along the Inland Waterway Chesapeake and Delaware Canal and Upper Chesapeake Bay portion. Work shall include dredging of the canal from Station 00+000 to Station 250+440. From Station 99+000 to Station 250+440 dredging will be required to a distance of 25 feet outside the channel limits where shoaling occurs along the channel edge within the authorized channel limits. Dredging will be required to a depth of 36’ MLLW (Datum) plus 1’ allowable over depth within the contract work limits shown on the drawings from station 00+000 to station 5+000 and 36’ MLLW (Datum) plus 1’ allowable over depth within the contract work limits shown on the drawings from station 125+000 to station 215+000, with no side slopes delineated and/or paid for, (drawings will be provided with the formal solicitation). This is a contour dredging project. The project is located on the Inland Waterway Chesapeake and Delaware Canal and upper Chesapeake Bay.

This acquisition is a Full and Open Competition, Invitation for Bids (IFB). The award will be made as a whole to one responsible bidder in accordance FAR part 14 Procedures. The bid opening is currently scheduled for 11 December 2024 at 1:00 PM EDT. Reference the solicitation instructions for bid opening location and details. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK SAM.GOV FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION, INCLUDING THE BID OPENING DATE.

All work under the contract must be completed no later than 30 June 2025. The contract period of performance is 120 calendar days. The Magnitude of Construction is between $10,000,000 to $25,000,000. The NAICS code for this project is 237990 - Other Heavy and Civil Engineering Construction.

Bonding will be required at the time of bid opening, and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The awarded contract will contain Liquidated Damages at the rate specified in the Solicitation.
