Description:  One clean, approved, U.S. or foreign-flagged, double-hull tanker, with an inert gas system and segregated ballast tanks, capable of carrying a minimum of 150,000 bbls of clean petroleum product (intentions JP5) within the vessel’s natural segregation in designated cargo tanks with double-valve isolation. 
  17. Place of Contract Performance:  The intended loading port/place is Singapore (Singapore Vopak Bayan Terminal) and the intended discharging port/place is Guam Echo Terminal.  The laydays commence 06 May and cancel 07 May 2022, and the period of performance will be one voyage.   
  18. Set-aside Status:  N/A.  The decision to release this procurement as “Unrestricted” is based on all work being done outside of the United States and its outlying areas.  All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.  The Small Business Administration Procurement Center Representative has concurred with this decision.
