Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Far Subpart 12.6 and 13.106-1, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The 177FW, NJANG has a requirement for delivery and installation of a Paint Booth as per attached Technical Requirements Documents and supporting attachment.

GENERAL INFORMATION

Solicitation W50S8F-22-Q-0008 is issued as a Request for Quotes (RFQ).

Quotes shall be valid for 90 days. Please include expiration date in your quote.

This solicitation incorporates provisions and clauses for commercial items IAW Federal Acquisition Regulation and its applicable supplements.

This procurement is a total small business set-aside. The NAICS code for this requirement is 333318-Other Commercial and Service Industry Machinery Manufacturing. The size standard is 1,000 employees.

The contractor shall provide all personnel, equipment, tools, supervision, and all other items and services necessary to provide and install one (1) Paintbooth in the newly constructed Fuel Cell and Corrosion Control Facility. This solicitation contains attachments and supporting documentation for the desired solution.

The intended contract vehicle will be a Firm-Fixed Price Contract.

SUBMISSION AND EVALUATION OF QUOTES

Quotes are due no later than 12 September 2022 at 12:00 PM EST to the attention of Ms. Johanna Paz at 177FW.Contracting.Org@us.af.mil.  Emails sent to any other email will not be answered. It is the best interest of the offeror to ensure the quote submitted is received by the 177FW NJANG Contracting Office no later than the date and time specified in the solicitation.

The provision FAR 52.212-1, Instruction to Offerors, Commercial in its latest edition applies to the solicitation.

Quotes will be evaluated for conformance with the requirements of the solicitation and posted attachments. The government intends to award to the responsible offeror whose offer conforming to the solicitation will provide the Best Value to the Government in meeting the Technical Requirements and in price.

Offerors shall include a completed copy of the provision 52.212-3 Alt 1, Offeror Representations and Certifications-Commercial Items.

NOTICE OF SITE VISIT 

A site visit of the proposed installation area will be conducted on 30 August 2022 10:00am EST at the 177th Fighter Wing, 400 Langley Road, Maintenance Group, Egg Harbor Township, NJ 08234.  The site visit has been scheduled for the purpose of giving interested offerors the opportunity to view where the Paintbooth will be installed and ask questions regarding this requirement/facility.  Interested offerors are highly encourage to attend. 

Due to security conditions all attendees must pre-register to attend this site visit.  Email the following information for all your firms attendees in advance no later than 19 August 2022 at 12:00 PM EST in order to ensure access to the military base and site location,  Even if you have access to the base, you must register to attend the site visit.

The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information will result in the Government’s denial of your access to the Base and site visit.  This information will be provided to the Base Security Forces Squadron who will authorize your entrance to this facility.  The information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. 

Attendees will be escorted by a Government Official from the Installation’s Main Entry Gate to the meeting location.  Attendees are required to be at the Main Gate on Tilton Toad no later than 9:30-9:45 AM EST, 30 August 2022 in order to be escorted.  Late attendees will not be granted access. 

You will be required to present the following information upon arrival at the Main Gate:

Valid Driver’s License 

Proof of Insurance for Vehicle 

Safety Inspection and Car Rental agreement if applicable 

Information provided at the site visit will not change the terms and conditions of the solicitation.  Terms and conditions of the solicitation remain unchanged unless the solicitation is amended in writing.

A record of the questions asked at the site visit or via email will be furnished to all prospective offerors via posting at https://sam.gov/content/home.  The record will include questions (on a non-attribution basis) and answers.

SOLICITATION AMENDMENTS

Solicitation Amendments, if or when issued, will be posted to https://sam.gov/content/home for electronic downloading.  This will be the only method of distributing Solicitation Amendments prior to the Solicitation close date.  It is the offerors responsibility to check the website periodically for any amendments to the solicitation.  The website is occasionally inaccessible due to various reasons beyond the control of this office. 

The offeror shall acknowledge all Solicitation Amendments posted with this solicitation.  Offers received that do not acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.  

FAR 52.232-18-Availability of Funds

Funds are not presently available for this contract.  The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.  No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
