Sources Sought for ABMC Campus WiFi

THIS SOURCES SOUGHT NOTICE IS ISSUED SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. No formal solicitation documents exist at this present time. Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may be published via SAM.gov | Contract Opportunities.

This notice constitutes market research for two potential Wi-Fi deployment scenarios (i.e., Build or Buy) under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors), and 541512 (Computer Systems Design Services - Local area network (LAN) computer systems integration design services.)

ABMC has Direct Internet Access (DIA) fiber connections ranging from 100Mb/s to 1Gb/s at all sites, and needs to extend the DIA via dependable and reliable secure Wi-Fi 6 throughout the sites to support operation activities (iPads, iPhones, laptops, Internet of Things, etc.), and occasional special events (Memorial Day, Veteran’s Day, VVIP visits, etc.)  Local Area Network (LAN) appliances have been upgraded within the past two years to Fortinet equipment.  VLANs, subnetting, etc. can be discussed at a later stage of the project.

The American Battle Monuments Commission (ABMC) manages American Cemeteries (AC) in ten countries around the world.  All AC are considered landmarks and historical sites. 

The agency is considering one of two campus Wi-Fi deployment options as briefly described below:

1. Option 1 – Wi-Fi-as-a-Service (Buy):  ABMC is seeking a vendor to fully deploy, manage, and support campus Wi-Fi 6/6E at all agency sites.  ABMC would welcome the opportunity to discuss pricing models. 
    
2. Option 2 – In-house Campus Wi-Fi Deployment (Build): ABMC is seeking vendors capable of site surveys, and designing, implementing, and supporting campus Wi-Fi.  Upon delivery, ABMC owns all aspects of the deployment, e.g., hardware, software, services, configurations, etc.
