Description

SPECIAL NOTICE:  THIS IS A SOLE SOURCE REQUIREMENT

The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to complete a site survey to identify what is required to integrate and maintain the OLIVE system within the JTF J2 IT systems environment at the United States Naval Base Guantanamo Bay (GTMO), CUBA, in accordance with the unique mission requirements.

Pre-Site Survey: The contractor shall coordinate directly with the J21-GTMO team of the United States Southern Command.  Pre-Site Survey (continued): The contractor shall participate in meetings with the J21 GTMO Program Director, Mr. Chris Bridges.  These meetings shall be conducted on both classified and unclassified communication platforms.   The contractor shall possess the capability to meet virtually in all classification levels up to Top Secret / SCI. 

Site Survey: The contractor shall report to the GTMO OCONUS work location, survey the physical, environmental (cooling), power, technical (network, hardware, software, data storage), maintenance, support, and staffing requirements to integrate and maintain an OLIVE system to ingest existing Collection sources and process using OLIVE’s analytic capabilities, alerting, and data storage. The contractor shall travel to the work location the day prior to beginning the site survey, complete the survey across the next two working days and depart the work location the following day or later, at the next availability of government provided transportation depending on government needs and travel availability.

Post Site Survey:  The contractor shall furnish two products to the government.  The first product shall consist of the following: 1.) a feasibility study on implementation of OLIVE system integration 2.) an analysis and presentation of various solution course of actions (COA’s).  The second product shall be a detail rough order of magnitude (ROM), of the various costs by time and materials of each COA from the first deliverable.
