RFI UPDATE February 3, 2022: The purpose of this latest revision is to update aspects of the RFI and to post new, clarifying content. See below:

  • We have updated the RFI. Changes include: the RFI submittal date has now shifted to February 18 at Noon, the page count has been increased to 25 pages, the review criteria has been slightly revised, and a link inserted to a recording of the January 21 conference call. We have highlighted all changes in “blue” in the attached “Answers to Questions (2-3-22)” document.
  • We have also attached new documents with updated information:

Title: Fed-wide Senior Executive (C-Suite) Leadership Needs Insight and Expertise on Workforce – An RFI & Virtual Industry Day Effort (AllGovWFOutreach)

Summary-Level Content:

The way we work is rapidly changing, and the impact of this change is being felt across all aspects of the public and private sectors. Technology and data-use continue to evolve at an ever-increasing rate; governance systems are becoming more complex and situationally driven; increasingly real-time service delivery demands are driving the need for a smarter and more resilient workforce; competition for talent and skills has never been more intense; and an increasing use of Artificial Intelligence (AI) to replace complex processes is driving the need to upskill and reskill portions of the workforce. The pandemic has also demonstrated that productive remote/hybrid work can be the norm.

Against this rapidly evolving backdrop, the Federal Government is substantially updating policies and implementing many sizable workforce initiatives. To better coordinate that policy development, resource allocation, funding, and sharing of best practices across a wide range of executive groups, a recurring series of senior executive Workforce Summits is now being conducted two to three times annually across Government. Executive participants include:

  • Key OMB and OPM executives and staff and representatives and advisors to the President
  • The President’s Management Council (PMC) Working Group on Re-entry and the Future of Work
  • Chairs, workforce initiative leads, and representatives of the Executive Councils (e.g., President’s Management Council (PMC), Chief Human Capital Officer Council (CHCOC), Chief Information Officer Council (CIOC), Chief Financial Officer Council (CFOC), Chief Data Officer Council (CDOC), Chief Acquisition Officer Council (CAOC), etc.)
  • And other executive leadership from across the Government (e.g., DoD, Treasury, DHS, and other agency teams)

As part of the first Federal-wide workforce summit conducted on August 13th, and continuing after the summit, each of the above stakeholder groups engaged in framing exercises to jointly identify the workforce topics for which they could most benefit in hearing about related best practices, strategies, and new technologies.

Additionally, in collaboration with the PMC Working Group on Re-entry and the Future of Work, and the President’s Management Agenda team, the topic list has been further tailored to align with and support the rollout of Pillar 1 of the President’s Management Agenda (PMA).

This RFI is being distributed on-behalf of ALL these stakeholder interests and it seeks to gather input from consulting firms, universities, non-profits, associations, private sector companies, or other relevant entities on topics listed within the RFI. Respondents do not need to respond to every topic/question. They should instead, only consider responding to questions for which they have true expertise and insights.

Three-Phase RFI and Reverse Industry Day Approach

For this RFI, the Government intends to engage with interested parties in a three-phase approach.

  • Phase I: The Government will distribute this RFI, address questions received from potential respondents, conduct a virtual “Town Hall” call to provide more context, and employ an “expression of interest” survey for all likely respondents.
  • Phase II: Interested respondents will electronically submit their written responses to this RFI for consideration by the Government by 12pm EDT on February 18th.
  • Phase III: The Government will review RFI inputs received, evaluate them, and potentially select some respondents, chosen based on the level of knowledge and expertise demonstrated within the written RFI, to engage individually (virtually) with the RFI project team, members of the Executive Councils, Federal Workforce Modernization Specialists, and representatives of OMB, OPM, and representatives to the President. The purpose of these sessions would be to engage in a Q&A about the material submitted for Phase II, view demonstrations of new technologies, and to engage in a dialogue about government strategies in-development.
