Notice of Intent to Award a Sole Source

This is a notice of intent to award a sole source, Firm-Fixed Price (FFP) contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(b)(2) - Only one responsible source and no other supplies or services will satisfy agency requirements to, American Correctional Healthcare Inc., located at 120 McKinley Dr. Burleson, TX 76028-6588. The scope of this requirement is for Swing Bed medical services at the local hospital near FCC Florence, CO. American Correctional Healthcare (ACH) is the only responsible source for outside patient care. ACH provides outside medical patient care for inmates and all-inclusive billing to FCC Florence. ACH is the five-year comprehensive medical provider for Florence. This SWING BED service is not included in the contract. ACH has agreed to provide the service outside of the contract. To send this out for competition would be a detriment to FCC Florence due to the increased cost for outside medical care for inmates. American Correctional Healthcare is the only source capable and willing to fill the role as Comprehensive Medical contractor for billing for outside medical services. The contracting officer has determined that ensuring inmate care continues is in the Best Interest of the Government. Due to the highly complex nature of comprehensive medical contracts the award to American Correctional Healthcare will ensure inmates health and safety is not compromised or delayed, due to the acquisition process. 

This notice of intent to award a sole source contract is not a request for competitive proposals. A Request for Proposal (RFP) will not be available for this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any firm that believes it can provide the stated services can provide supporting documents demonstrating their services capability and specifications within three (3) days after date of publication of this notice of intent.
