Description

The US Army Contracting Center, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) is seeking information from vendors interested in competing for the successor contract vehicle(s) to the existing Multiple Award Indefinite Delivery, Indefinite Quantity (MA IDIQ) Professional Services Contract called Joint Enterprise Omnibus Program, Engineering and Technical Support (JE-OPETS).  

JE-OPETS is currently divided into three (3) MA IDIQs, each with a $249M ceiling.  For JE-OPETS, task orders are competed across the IDIQ contract holders under each MA IDIQ.  The three MA IDIQs are as follows:

  • Acquisition (ACQ) IDIQ
  • Business and Analytical, Engineering & Technical, and Information Technology (BEI) IDIQ
  • Logistics and Medical (LM) IDIQ

The future effort is expected to be similar to JE-OPETS in terms of scope, ceiling and length, but that may change as more information is collected.  The government is interested in learning more about businesses of all sizes who believe they can fulfill these services.  The purpose of this RFI is to obtain responses which may provide information to help determine the future contracting approach.  The Draft PWS included with this RFI provides the draft scope for the entire effort and is divided into sections correlating to the three (3) existing JE-OPETS IDIQs.  This draft scope may remain combined or may be separated or grouped differently, pending the approach.

The potential period of performance is Jun 2024 through Jun 2030.

The responses to this RFI shall be unclassified. 

This RFI is for planning purposes only and shall not be considered as an IFB, RFQ, or RFP.  Additionally, there is no obligation on the part of the Government to acquire any supplies or services described in this RFI.  Your response to this RFI will be treated only as information for the Government to consider.  The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.  This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.  No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army for planning and market research purposes. General Information

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense’s (JPEO-CBRND’s) mission is to provide integrated layered chemical, biological, radiological, and nuclear defense capabilities to the Joint Force across Combined Joint All-Domain Operations.  The JPEO-CBRND also supports the national and global efforts Countering Weapons of Mass Destruction (CWMD).

The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures.  The JPEO-CBRND leads, manages, and directs the acquisition, fielding, and sustainment of CBRN sensors, protective equipment, medical countermeasures, and specialized equipment for U.S. Special Forces, integration and information management systems, and defense enabling biotechnologies.

The JPEO-CBRND works side-by-side with various DoD and Non-DoD government agencies/organizations to further the CBRND mission.  These “CBRND Enterprise” organizations have an ongoing need for a wide range of performance-based services and contract support personnel to support the CBRND mission, the majority of which are currently supported by the Joint Enterprise – Omnibus Program, Engineering, and Technical Support (JE-OPETS) contract vehicles.  These requirements supplement and support, but are not limited to, program management, systems engineering, and technical assistance requirements to facilitate systems development and life cycle management activities across the JPEO-CBRND Enterprise.

Services needed are for Acquisition, Program Management, Systems Engineering and Technical Assistance (SETA) support and to provide Chemical, Biological, Radiological and Nuclear (CBRN) subject matter expertise and support.   The services may support the JPEO-CBRND and other DoD and non-DoD government agencies with CBRN-related needs.
