Description
The H1513 PPE Laboratory of NPPTL/ETB on the Morgantown campus has owned and utilized the Instron tensile testing system for many years across a wide variety of projects. Instron has been the source for the calibration of this instrument every year since it was purchased in order to maintain a valid calibration status as part of standard CDC/NIOSH laboratory practices. Purchase of hardware and software upgrades for the Instron tensile testing system utilized in the NIOSH Morgantown H1513 PPE laboratory. The upgrades are needed to replace aging and obsolete components of the testing system so that it continues to be calibratable. The service will include the onsite delivery and installation of the new hardware and software components, calibrations of load cells and extensometer, and software integration and migration of old test methods and modules. This Instron tensile test system is utilized to evaluate the physical strength properties of personal protective equipment in the Morgantown H1513 PPE Laboratory. The upgrades to this instrument will extend the lifespan of the instrument as well as optimize and expand laboratory testing capacity. This instrument supports a variety of collaborative research projects as well as normal branch testing activities. This is a sole source procurement from Instron, 825 University Avenue, Norwood, MA 02062, US. Other vendors were evaluated but they do not provide a benefit to testing precision, resource conservation, or calibration service since Instron services their own equipment and have proprietary software.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302-1, " Only one responsible source and no other supplies or services will satisfy agency requirements."
Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 7 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency.
