Description
Firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) term contract for Full Engineering Design Services throughout the Mid-Atlantic Region (Region 3) of the General Services Administration.
This contract is aligned geographically, with this contract primarily used for services within the “East" geographical area of Region 3, encompassing eastern Pennsylvania, along with Delaware and the southern counties of New Jersey (from Trenton south). However, anywhere within Region 3 may be added to this contract at the discretion of the Government.
Award selection was made pursuant to Federal Acquisition Regulations (FAR) Part 36.6 (Brooks Act) procedures. Contract work shall be performed through the issuance of task orders. The value of individual task orders executed under the contracts may range from $2,500.00 to $250,000.00. However, the Government makes no representation as to the number of task orders or the actual amount of work to be ordered under an individual task order. A minimum guarantee of $2,500.00 has been obligated for the contract.
The contracts includes hourly rates for anticipated disciplines at various levels for use in negotiating fixed price task orders. The Maximum Order Limitation (MOL) for each contract will be $10,000,000.00.
The total period of performance for each term contract will be one (1) base year and four (4), one-year Options. Options to extend the contract term will be based on the firm's performance in the previous year. The Government will reserve the unilateral right to exercise (or to not exercise) any option period in accordance with FAR 17.207, Exercise of Options. The contract performance periods are summarized below:
Base Period: March 4, 2022 - March 3, 2023
Option Period 1: March 4, 2023 - March 3, 2024
Option Period 2: March 4, 2024 - March 3, 2025
Option Period 3: March 4, 2025 - March 3, 2026
Option Period 4: March 4, 2026 - March 3, 2027
This contract was solicited as a total Small Business Set-Aside. The NAICS (North American Industry Classification System) Code for this procurement is 541330, Engineering Services. The annual Small Business Size Standard is $16.5 Million.
The task orders under this contract will involve engineering design services to support projects for repair and alterations, renovations, and modernizations of federal facilities. Task orders may require mechanical, electrical, fire protection, structural, incidental architectural, and energy-related design services. Task orders may also require the incorporation of sustainability, security, and incidental interior design services with sensitivity towards historic buildings.
The projects supported by this contract will entail repair and alteration work in federal facilities and will generally be for projects valued up to $5 million in construction costs. Most projects will also involve occupied buildings, many of which are historically significant.
The scope of engineering services includes, but are not limited to, the following:
- programming
- pre-design
- the preparation of feasibility studies
- the preparation of Request for Proposal packages for Design-Build projects
- job-site investigation
- complete engineering and design services, such as mechanical, electrical, plumbing, civil, structural, fire protection, vertical transportation, life safety, security, historical, code compliance, and incidental architectural)
- cost estimating
- building commissioning
- procurement support
- post-construction award services; and
- other related supplemental services if so requested by the Government.
Hazardous materials such as incidental asbestos and lead may be encountered in some existing facilities. The firm’s Industrial Hygienist will be required to identify and quantify the types and locations of hazardous materials that may be abated during construction and will be required to provide abatement recommendations. Furthermore, knowledge of airborne pathogen concerns and associated mitigation are required.
Certain projects may be designed and constructed in metric, System International (SI) units in accordance with Public Law 100-576, the Omnibus Trade & Competitive Act of 1988, the Metric Conversion Act, and Executive Order 12770.
