Description

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Polar Leasing Company Inc.

National Institute of Health’s Clinical Center (Program) is currently renting a Mobile Cold Temperature Unit that needs to be kept in optimal operation at all times and is critical to the Pharmacy Department. This is because high cost and sensitive products are stored in the Mobile Cold Temperature Unit throughout the year. The NIH requires the extension of this lease with another 1-year lease agreement of the Mobile Cold Temperature Unit that includes preventive maintenance and emergency repair service visits.

The NIH is currently leasing a cold unit trailer from Polar Leasing Company Inc. Because the trailer is currently on site and this is a leasing and service contract renewal, only Polar Leasing Company, Inc can provide service and maintenance to the refrigerated portable cold temperature trailer unit. No other vendor can provide systems upgrades and updates as these are only licensed by Polar Leasing Company, Inc. and its affiliates. The NIH cannot switch to another cold storage leasing company as the NIH is currently using the existing Polar Leasing Company Inc. equipment to store sensitive items for scientific research and needs an extension on this lease.

The NIH-CC has a requirement for the following:

  • Walk-In DT - 8x20 Redundant - WDT820REDUNDANT (mobile cold temperature unit) for 1 year
  • Preventative Maintenance for 1 year

Place of Performance or Delivery:

The Period of Performance is one (1) year.

Place of Performance: NIH Clinical Center in Bethesda, MD

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-24-007170) by 4:00 pm eastern standard time on 05/14/2024 to: lu-chang.lu@nih.gov

All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
