Description
This is a sources sought notice for independent IT organizational and technical assessment of the National Telecommunications and Information Administration (NTIA) informational technology office and operations as described in the attached draft Statement of Work (SOW).
NOTE: Contractors currently supporting NTIA or related IT operations within the Department of Commerce are considered to present potential and/or conflicts of interest with performance of the independent assessment requirements contained in the draft SOW. Additionally, the Government anticipates that performance of the independent assessment will present an organizational conflict of interest (OCI) with future performance of any operational support on behalf of NTIA. Performance of the independent assessment may thus preclude any future opportunity to provide NTIA with operational support services.
Market research conducted to date has identified not-for-profit, research and development based sources with organizational experience and capabilities in conducting independent assessments and which present low or no OCI risk. The intent of this notice is to identify any other sources with experience and capabilities in conducting independent assessments with low or no OCI risk.
Respondents to this sources sought notice shall include the following information in their response. Responses are limited to 10 pages.
- Company/Organization Name
- Company/Organization Unique Entity ID (UEI)
- Business Type (e.g., Non-Profit or Not-for-Profit, Research/Educational Organization, Sole proprietorship, Partnership, Limited Liability Company, Corporation, etc.)
- Socioeconomic Status (e.g., OTSB, Small Business, SDB, WOSB, SDVOSB, HubZone, etc.)
- A description of the company/organization experience and capabilities in conducting independent assessments of information technology offices and operations for Federal agencies.
- A description of the company/organization experience avoiding potential and/or actual OCIs and identification of any current or future potential and/or actual OCIs with performance of the independent assessment requirements.
This is not a solicitation and offers will not be accepted. Any information received in response to this notice will be used to inform an acquisition strategy determination and potential future award.
