Notice of Intent to Award Sole Source 

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) in Norfolk, VA intends to negotiate on a sole source basis with Rolls-Royce Marine North America Inc. located at 110 Norfolk Street, Walpole , Massachusetts 02081 in accordance with FAR Parts 12 and the procedures identified in FAR Part 13.5, to provide two (2) each propellers and auxiliary components for the NOAA Ship Ferdinand Hassler, NOAA Marine Operations Center-Atlantic, 439 West York Street, Norfolk, VA 23510-1114.  Rolls-Royce Marine North America Inc. propeller design for the NOAA Ship Ferdinand Hassler is their intellectual property. The statutory authority for other than full and open competition is 41 U.S.C. 1901 as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).

The North American Industry Classification System (NAICS) code for this acquisition is 332999, All other Miscellaneous Fabricated Metal Product Manufacturing, which has a business size standard of 750 employees. This is not a solicitation for competitive offers. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 p.m. Eastern Time (ET), August 2, 2022 to be considered by the Government. 

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements.
