Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN-BUILD project to Construct Solar Array on Parking Garage at the Reno VA Medical Center (VAMC). PROJECT DESCRIPTION: The contractor shall provide the complete design and subsequent construction of a photovoltaic system to be placed on the roof of the new parking structure. The design of the new parking structure incorporates the future addition of a photovoltaic system and incorporates anchor points and conduit to the electrical room on the ground floor. The photovoltaic system will connect to the existing facility electrical system. The system design will include a methodology to remotely monitor the electric output of the array through the Johnson BMS. The Contractor will provide ROI calculations to include required maintenance and maintenance intervals with the 100% design submittal. The Contractor will research the local utility company as well as other resources and inform the VA of any available incentive programs applicable to this installation at the project kick-off meeting. The system design will include a method to channel run-off from the panels and not allow snow or rain accumulations to fall on vehicles parked below the array. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued on or about March 5th, 2021. The period of performance is approximately 240 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $2,000,000. All questions must be submitted in writing to the issuing office via email to Andrea.Fink @va.gov.
