Description

Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Sciaky, Inc. of Chicago, IL, on a sole source basis for the repair of the Sciaky VX.3-108x72x108 EBAM System, S/N 11643, which includes replacing one of the High Voltage Inverter Assemblies, P/N D-Y47955; installing the H.V Inverter Assembly in the High Voltage cabinet; performing High Voltage calibration; and investigating for any further damage in the High Voltage Tank. The Government's VX.3 - 108 x 72 x 108 Sciaky Electon Beam Additive Manufacturing system was custom manufactured by Sciaky, Inc. The complex and proprietary nature of this system precludes any vendor except Sciaky, Inc. to supply the replacement parts and perform the repair.

The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.

THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. All inquiries and concerns must be addressed to the Contract Specialist, Ms. Sheila Battaglia at sheila.l.battaglia.civ@us.navy.mil. Responses to this notice must be submitted by 24 June 2021. A determination not to compete this requirement is within the discretion of the Government.
