DUE TO THE CURRENT WEATHER CONDITIONS AT THE WORK SITE, THE LAKE FORK ERFO ROAD REPAIR PRE-SOLICITATION HAS BEEN EXTENDED. ONCE THE SNOW MELTS SUFFICIENTLY ENOUGH TO ALLOW A SITE VISIT, THE GOVERNMENT ANTICIPATES THE ISSUANCE OF A SOLICITATION FOR THIS PROJECT. CONTINUE TO CHECK THIS WEBSITE FOR THE ISSUANCE OF THE SOLICITATION.
1. Introduction.
This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
2. Applicable North American Industry Classification System (NAICS) Code.
The applicable NAICS code is 237310 – Maintenance of highways, Roads, Streets, Bridges, and Railways (Size Standard in millions of dollars $45.0M).
3. Type of Contract to be Awarded.
As a result of this synopsis and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract.
4. Type of Solicitation.
The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.
5. Synopsis Posting Period.
This synopsis will be posted for 15 days.

7. Contract Description and Estimated Period of Performance.
This project consists of repairing damage to Forest Road 50070, Lake Fork Road. The road was severely damaged during 2021 monsoon storms, hitting a recent burn area above the roadway. The work will consist of culvert replacement, gravel fill, drainage grading, rock riprap placement, general roadway repair, surface replacement and function of the roadway. The quantities and items in the contract are in the schedule of items. The intent of the contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, the contractor is to furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in conformity with the drawings and specifications, and in accordance with the provisions of the contract. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for the items shown in the Schedule.
The estimated Period of Performance start date is June 15, 2024 with all work completed within 150 calendar days after the start date/commencement of work. All work and clean up must be completed by September 15, 2025.
8. Disclosure of Magnitude.
The anticipated magnitude for this project is:
Price Range - $500,000 - $1,000,000 (Base Bid)
Price Range - $1,000, 000 – $5,000,000 (Bid Option Items: 1 - 3)
9. Type of Set-aside.
Total small business set-aside.
10. Responses.
The issuance date for the Solicitation is projected to be on or about 08 April 2024 which will ONLY be available via the Internet at the following address: https://SAM.gov. Prospective contractors must be registered in the System for Award Management (SAM) Database. Offerors are advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a Unique Entity ID number. Recommend registering immediately in order to be eligible for this requirement.
