Description
Region 6 (covering Oregon and Washington) of the Forest Service currently has a Blanket Purchase Agreement (BPA) tool in place for procuring road and bridge construction work in Oregon and Washington below the Simplified Acquisition Threshold of $250,000.
At this time, the Government is opening up the awarded vendor pool for consideration of additional vendors who are appropriately qualified.
The major categories of work activities required by the contract include clearing, earthwork, structural embankments, drainage structures, pit/quarry development, road base and surfacing, road structure demolition, road structure construction (such as retaining walls and minor bridge work), road obliteration (decommissioning), and trail construction. Minor bridge work for new construction includes any simple span bridge structure equal to, or less than 80’-0” span length. Bridge superstructure may be precast reinforced concrete, precast-prestressed concrete, or timber. Bridge abutments may be reinforced concrete or timber grade beams, cast-in-place reinforced concrete shallow foundation, precast concrete modular block foundation, geosynthetic reinforced soil foundation, or driven or drilled steel piling foundation with a cast-in-place concrete pile cap.
Work issued under the BPA is divided into 5 geographic zones (see attached map) and contractors given agreements may select as many zones as they like to provide quotes for.
Vendors interested in being considered for addition to the vendor pool should submit the experience questionnaire and three past performance questionnaires completed by references having experience with the vendor in regards to road and/or bridge construction work. Vendors who demonstate relevant experience and who show positive past performance will be offered an agreement. Submission of information does not guarantee that an agreement will be offered. The Government reserves the right to consider other sources of past performance information, including, but not limited to, the Contractor Performance Assessment Reporting System (CPARS) and personal knowledge.
Note: prospective awardee shall be registered and active in the System for Award Management (SAM) data base prior to award. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system.
