Description(s):

The F-35 Joint Program Office (JPO), Arlington, Virginia has concluded their market research and intends to solicit, negotiate, and award a sole-source Cost Reimbursement contract under authority of Federal Acquisition Regulation, FAR 6.302-1 “Only One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements”, to Lockheed Martin Aeronautics, Inc. (LM), CAGE: 81755. The proposed North American Industry Classification System (NAICS) code for this acquisition is 541512, with a small business size standard of $34 million.

The anticipated award will be a modification to the contract N0001923F0088. The F-35 JPO’s Spectrum Analyzer Integration effort is intended to upgrade the current spectrum analyzer at the United States Reprograming Laboratory (USRL). After the integration of this device, the USRL will have an increased ability to test the hardware that is vital for the capabilities developed and delivered by the laboratory. LM will conduct configuration management for the laboratory they designed to ensure proper documentation and integration work. Furthermore, they have drawings and additional documentation that will be performed in order to maintain compliance with best practices.

LM is the original designer and developer of the USRL, and is the only source with the requisite knowledge, experience, and technical expertise on the laboratory’s configuration and requirements. Due to the intricacies within Mission Data Reprogramming enterprise as well as the knowledge of F-35 sensor integration, LM Aero is the only firm with the requisite knowledge and experience to continue the development of software for the reprogramming environments.

All responses received, to include capability statements, within 15 days of the posting of this notice will be considered by the Government. If any information provided is proprietary in nature, it should be appropriately marked as such by the submitting party. The government will not reimburse interested sources for any information provided. Please note that capability briefings will not be provided upon request. Ultimately the decision to compete or not compete this proposed contract based on responses to this notice is solely at the discretion of the government.
