Overview
Objectives
The purpose of the assistance is to strengthen STD prevention programs in eligible jurisdictions. Project grants awarded under Section 318 to State and local health departments, academic and public health organizations emphasize the development and implementation of nationally uniform prevention and control programs which focus on the core public health functions of assessment, assurance, policy development, and prevention services. This includes surveillance activities, including the reporting, screening, and follow up of persons diagnosed with STDs, and disease intervention activities to find cases, and notify and refer exposed partners to STD into care.

Use of Assistance
Designations
Health/Medical, TrainingGrant funds may be used for: (1) STD surveillance activities, including reporting, and follow-up of diagnostic tests for, and diagnosed cases of, STD; (2) STD case finding and case follow-up activities, including notification, referral and follow up of sex partners for STD testing and treatment, as appropriate; (3) interstate epidemiological referral and follow-up activities; (4) program-specific professional (including appropriate allied health personnel) STD education and training as authorized under section 318 of the PHS Act; (5) program-specific and public STD education and information dissemination as authorized under Section 318 of the PHS Act; (6) applied research, special studies or demonstrations to evaluate or test STD prevention and control activities; and (7) other control strategies and activities as may be prescribed by the Secretary.Grant funds may not be used for: (1) Supplanting funds supporting existing STD prevention and control services provided by a State or locality; or (2) unless specifically approved or specified in funding opportunity announcements, grant funds shall not be used for performing diagnostic tests, maintaining central registries, providing diagnostic and treatment facilities and services, or purchasing automated data processing equipment.

Preapplication Coordination

Criteria for Selecting Proposals
Applications will be evaluated based upon the magnitude of the problem, the establishment of specific and measurable objectives to address the problem, and the development of a sound operational plan which will ensure the implementation of each program element.
Award Procedure
After review and approval, a Notice of Award (NoA) will be prepared and processed, along with appropriate notification to the public. Initial awards provide funds for the first budget period (usually 12 months) and the NoA will indicate support recommended for the remainder of the project period, allocation of Federal funds by budget categories, award requirements, and special conditions, if any.
Date Range for Approval/Disapproval
From 90 to 120 days.
Renewals
From 120 to 180 days. Project period of performance is 1 to 5 years. After initial awards, and subject to availability of funds, projects may be continued non-competitively contingent upon satisfactory progress by the recipient (as documented in required reports) and the determination that continued funding is in the best interest of the Federal government.

Records
In accordance with 2 CFR §200, as codified in 45 CFR §75, there is a 3-year record retention requirement; records shall be retained beyond the 3-year period if final audit has not been done or findings resolved. Property records must be retained in accordance with HHS Grants Policy Statement requirements.
