Overview

Objectives

To address the economic and housing self-sufficiency needs of public and Indian housing residents by providing grant-funded service coordinators who link residents to the supportive services they need in order to achieve economic and housing self-sufficiency; and for elderly/disabled residents to continue to age/reside in place and avoid costlier forms of care.

Accomplishments

Fiscal Year 2024: HUD expects to make between 120-150 award in the amount of approximately 40 million to grantees that assist residents achieve self-sufficiency and to move along a continuum towards economic independence and achieve their educational and professional goals. Between 2017 through 2023, the ROSS program served a total of 135,167 ROSS participants, including 44 percent who were elderly (25,657) and/or individuals with disabilities (29,803), and 63 percent were work-able adults (77,169) or youth (4,213).

Fiscal Year 2025: HUD expects to make between 120-150 awards in the amount of approximately 40 million to grantees that assist residents achieve self-sufficiency and to move along a continuum towards economic independence and achieve their educational and professional goals. Between 2017 through 2023, ROSS Service Coordinators provided case management services to 87 percent of elders and people with disabilities and to 73 percent of work-able adults, including comprehensive needs assessments and links to other services. A total of 8,398 participants attained a degree, and 4,497 individuals enrolled in an educational program.

Public Housing Authorities (PHAs), Tribes and Tribally Designated Housing Entities (TDHEs), resident councils, and 501(c)(3) nonprofit entities supported by residents, PHAs, or tribes. Applicants must demonstrate a 25% match or in-kind donations from applicant or partner organizations.

Individuals, families, children, youth, adults, as well as elderly/persons with disabilities who are residents of conventional public or Indian housing are eligible to receive benefits from the ROSS program.

Length and Time Phasing of Assistance

HUD will provide assistance for a 3-year time period. Method of awarding/releasing assistance: Grant agreements are executed, and funds are drawn by grantees through HUD's financial system.

Grant funds may be used for the salary of Service Coordinator positions, with some administrative and training funds.Only residents of conventional public housing may benefit from this program.

Criteria for Selecting Proposals

The criteria for selecting proposals will be listed in the NOFO.

Award Procedure

HUD will review applications in accordance with selection criteria in the NOFO published on grants.gov.

Date Range for Approval/Disapproval

From 120 to 180 days. Processing of applications and selection of successful applicants will be undertaken by HUD. HUD will make the final selection and obligate funds.

Renewals

There is a competitive renewal application category. Renewals are not automatic.

Appeals

Applicants may request a debriefing to understand why their applications were not funded. Applicants may submit an appeal to HUD. Applicants whose applications did not receive funding may request a debriefing. Further information is included in the NOFO.
