Overview
Objectives
Provide direct federal support to States and Indian Tribes to establish rental programs for temporary bridges, bridge mats, or other temporary water crossing structures, to minimize stream bed disturbance on non-Federal land and Federal land. The program includes funding to States and Indian Tribes for purchase of short and medium span temporary metal and timber bridge and Roadway mats. Programs may include rental, no-cost rental, and rent-to-own options.
Examples of Funded Projects
Fiscal Year 2024: 27 projects were funded totaling $16,091,265 to establish rental programs for temporary bridges to protect streambanks and water quality when crossing watercourses during forest management activities such as logging. States were awarded 16 projects totaling $7,288,360 and Tribes were awarded 11 projects totaling $8,802,905.

Accomplishments
Fiscal Year 2024: In FY 2024, new temporary bridge rental programs were established in 8 States and with 7 Tribes, while existing temporary bridge rental programs were expanded in 7 States and with 3 Tribes. Temporary bridge programs include fee rental, no-cost rental, and rent-to-own programs which are designed to make temporary bridges available to loggers, contractors, and State and Tribal operators for crossing watercourses during forest management operations. These programs use temporary bridges in place of constructing temporary “ford” crossings or installing temporary culverts to cross watercourses, protecting streambanks and improving water quality. Temporary bridges may be reused and allow for normal streamflow, making these programs more cost effective than constructing ford crossings or installing temporary culverts, and provide improved access for forest management activities, particularly following rain events or in sensitive watersheds.

Funding for this program will be available for award beginning in 2022. Grant period is 1-3 years, with the ability to extend on request. Reimbursements or advances are made on receipt of an SF-270. Method of awarding/releasing assistance: Reimbursement or advance (no more than is needed for 30 days) is made on receipt of an SF-270.
Use of Assistance
Designations
Agriculture/Forestry/Fish and GameGrants may be used by to purchase temporary wood or steel bridges or mats for use over water crossings for forestry operations. States, with appropriate partners may establish a rental or loaner program and/or a cost share program. Tribes use may differ in that their forester programs are self -contained.Funding is not intended for permanent bridge crossings.

Financial grants and cooperative agreements are approved upon completion of an application for funding request based on a needs assessment and the review by a panel that includes Forest Service, national partners, and Tribes .

Award Procedure
Funding will be provided through a grant through the Regional Office where the applicants reside. Final funding for each applicant will be determined by the selection panel to best ensure that the needs of all applicants can be met.
Date Range for Approval/Disapproval
From 60 to 90 days.
Renewals
From 30 to 60 days. Requests to extend the award must be made in writing and include an updated SF-424. Requests must be sent to the Program Manager at least 60 days in advance.
