Overview

Objectives

To support the additional food purchases from the Commodity Credit Corporation and to help supplement the diets of low-income persons by making funds available to The Emergency Food Assistance Program (TEFAP) for storage and distribution costs of the Commodity Credit Corporation foods.

Examples of Funded Projects

Fiscal Year 2024: These funds must be used for TEFAP Eligible Recipient Agency operational costs associated with the receipt, storage, and distribution of the CCC USDA Foods. Some examples of how the funds are used is to purchase additional storage equipment, such as shelving or pallets, purchase of additional refrigeration or coolers to store the CCC USDA Foods, and salaries of temporary workers hired to assist with the handling, storage, transportation, or distribution of CCC USDA Foods.

Assistance Listing Description

Under the statutory authority of the Commodity Credit Corporation (CCC), the U.S. Department of Agriculture (USDA) is providing approximately $1.5 billion in additional support for emergency food programs to address supply chain challenges and elevated food costs. Of this total, $943 million will be distributed through The Emergency Food Assistance Program (TEFAP) in the form of additional food and administrative resources. These resources are being provided to State agencies in addition to TEFAP entitlement foods, bonus foods, and TEFAP administrative funds. To assist with the operational costs of the receipt, storage, and distribution of these foods, USDA is providing CCC ERA Operational Funds to local agencies that distribute these foods to needy persons.

Applicant Eligibility

State

State agencies that are designated as distributing agencies by the Governor or other appropriate State executive authority may receive these funds to pass through to local agencies to support the distribution of Commodity Credit Corporation Foods to low-income persons.

Local, Public nonprofit institution/organization, Other public institution/organization, Quasi-public nonprofit organization

Public or private non-profit organizations, such as food banks, food pantries, and soup kitchens, which provide food assistance to low-income persons.

Length and Time Phasing of Assistance

The funds will be provided to State agencies in installments prior to September 30, 2024. All of these funds must be liquidated no later than December 31, 2024. Any funds which are made available through the initial allocation or a subsequent reallocation that are not used are returned back to the Federal government. Funds are provided to State agencies to pass through to local agencies to cover operational costs incurred at the local level in the operation of the program. Funds may only be used for approved operational expenses. States may choose sites that distribute to low-income households and/or congregate sites that provide prepared meals to the needy. Allowable costs include warehousing, food delivery, participant certification, and other administrative costs.

Award Procedure

Operational funds are allocated among the States on the basis of a formula determined by the Secretary of Agriculture that takes into account the amount of Commodity Credit Corporation food ordered by each State. One hundred percent of these funds must be passed down to eligible recipient agencies.
